this is going to sound silly, but buy some lipcote - it's designed to brush on over your lipstick to keep it in place - it works just as well on eyeliner.
After you apply your eye liner, use a soft, thin brush and apply a bit of complimentary eye shadow to the liner. It gives your eyes a more dramatic look and stops it from wearing away. Also, keep your eye liner with you for reapplication, when needed.
You are probably very oily and need to use a primer or eye shadow underneath the liner to keep it from fading-

You may like to try putting powder as near it as possible, to absorb, or even a dark powder, on it. That way no running. good luck.
I had my eyeliner permently tattooed on. It's just great. It never smears. When you get out of the shower or at the beach, it stays perfect all the time.
You save a lot of money on buying all different brands and then the make up removers too. It also saves a lot of time.
Depends on the eyeliner your using really! A waterproof one shouldn't be that hard to find. Most supermarkets sell them! Expensive eyeliner does not always mean quality either, I use BYS brand (which only costs $4) and it never runs. If your worried about it smudging use a thick conceler just below your eyes. Or get an eyeliner with an eraser on the end such as Maybelline Experwear. Ebay should have plenty of these.
