MAC, Urban Decay, Avon, and Maybelline are the best i've ever used.
Liquid or pencil?








I'd go for Mac Fluidline, its a gel, and stays on all day, waterproof, smudgeproof etc.





If you want pencil.. I'd probably still go for Mac. Powerpoint is quite good.

Most of maybelline is really good if u smudge it like a smoky effect it doesn't run, u shouldn't ever just do straight liner.

Try MAC Fluidline, Liquidlast, Powerpoint or Technakohl. I use these all the time and they don't run at all. The Liquidlast, I even have trouble washing off sometimes! :) MAC cosmetics are great quality and do what they promise. You should try them. It's a little more expensive than say, L'Oreal or something, but you'll only have to buy one as opposed to a bunch of different ones that don't work!

Their texture is so much better.
Honestly, all eyeliner runs. Especially if you put it on your waterline. The secret is to burn the tip of the eyeliner and if it drips its okay. Make sure you let it dry for a couple seconds before applying it. Honestly, this actually works! Burn your eyeliner and put it on. I bet several hours later it will still look good as new.
