As for eyeliner that doesn't run....lokk for a gel based formula. It will dry to a certain extent and stay put but washes off easily.How about for oily skin? any recommendations? Also, for oily eye lids.. My eye liner runs like crazy!?

If you have oily skin your best bet is to find a mattifying moisturizer that will make your skin look less shiny. Also a powder that does not clog your pores, anything by Clinique works well. Also if you find your eyeliner runs, while you put on make-up, close your eyes and wipe pressed powder over your eyelids, then underneath where eyeliner tends to run most, then apply your eyeliner.
