sephora has some amazing shorty pencils for about $4 each, so thats where i get all my eyeliner! covergirl has some too, but my other favorite is Rimmel! really soft and very very nice...almost as good as Sephora :) hope i helped!Best brand of NAVY eye liner in a drug store?
Depends on what kind of eye liner, you can get a pencil or a liquid. There are a lot of great drugstore brands that will have that color, just go in and test and see which one you like the best. I like Cover Girl

L'Oreal or Revlon
HIP cream liner works amazing! its around 10 dollars, idk if thats too expensive or not? but it stays on all day and comes in black, dark green, navy, and plum.
other than that, NYX has great eyeliners that only cost around 1.50, but they only sell it in hair stores where i live.
Prestige Liquid Eyeliner in Azure is my absolute favorite. It is this gorgeous navy blue that is slightly metallic. It's like $5 at CVS.

rimmel does navy its cheap but fro some reason i find the colour doesnt come out as well as with their other ones
